Description SOS International LLC is seeking a Director of
Procurement to join our team in Reston, VA. The Director of
Procurement is a strategic, mission?critical leader responsible for
developing and executing procurement strategies that support
organizational goals while ensuring full compliance with
DCMA?approved purchasing system requirements. This position
oversees all purchasing, materials management, supplier management,
and risk mitigation activities. The Director leads a
high?performing procurement team, drives operational excellence,
and serves as a key strategic partner across the organization.
Essential Job Duties Develop and implement procurement strategies
that align with the organization's goals and objectives. Maintain
and apply extensive working knowledge of purchasing policies,
processes, and procedures required for DCMA?approved purchasing
systems, ensuring full regulatory and organizational compliance.
Oversee and manage the Independent Contractor Management Group
(ICMG) service center, ensuring compliant onboarding, evaluation,
engagement, and maintenance of independent contractor
relationships. Assist in the development and improvement of
Procurement Department templates involving teaming, subcontracting,
and supplier relationships. Support negotiation of reseller,
strategic alliance, technology licensing, and SaaS subscription
agreements. Modernize procurement tools, systems, and processes to
improve efficiency, transparency, and supplier engagement. Lead the
procurement team in identifying opportunities for cost savings and
value addition through effective purchasing practices. Establish
long-term relationships with key suppliers and negotiate favorable
terms and conditions for the organization. Identify, evaluate, and
select suppliers based on criteria such as quality, cost,
reliability, and service. Manage supplier relationships to ensure
continuous improvement and innovation within the supply chain.
Conduct regular performance reviews and audits of suppliers to
ensure compliance with organizational standards and requirements.
Analyze market and delivery systems to assess present and future
material availability and cost. Negotiate contracts and pricing
agreements with suppliers to ensure competitive rates and favorable
terms. Implement cost-saving programs and initiatives to reduce
procurement expenses and improve the bottom line. Develop and
enforce risk management policies and procedures to mitigate
potential disruptions in the supply chain. Monitor and evaluate
risks associated with supplier performance, market fluctuations,
and regulatory changes. Implement contingency plans to address
supply chain disruptions and ensure business continuity. Lead,
mentor, and develop a high-performing procurement team, fostering a
culture of excellence and continuous improvement. Set performance
objectives and conduct regular performance reviews to ensure team
members meet or exceed expectations. Provide training and
development opportunities to enhance the skills and capabilities of
the procurement team. Ensure compliance with all relevant laws,
regulations, and organizational policies related to procurement
activities. Prepare and present regular reports on procurement
performance, including cost savings, supplier performance, and risk
management. Ensure accurate and timely maintenance of procurement
records, contracts, and supplier documentation. Oversee procurement
departmental budgeting, resource allocation, and staffing decisions
to support organizational needs. Collaborate with senior leaders
and cross?functional teams to support organizational planning,
project execution, and alignment of procurement activities.
Qualifications Minimum Qualifications Bachelor's degree in Business
Administration, Supply Chain Management, or a related field; OR
equivalent experience. Minimum ten years of experience in
procurement, supply chain management, or a related field. At least
5 years of experience in a leadership or managerial role within
procurement. Experience supporting Contractor Purchasing System
Reviews (CPSRs). Proven track record of successful supplier
negotiations and contract management. Strong leadership skills with
the ability to inspire and motivate a team. Excellent negotiation
skills to secure favorable terms and conditions with suppliers.
Strong analytical skills to assess market trends, supplier
performance, and cost-saving opportunities. Excellent verbal and
written communication skills to effectively interact with
stakeholders at all levels. Strong problem-solving abilities to
address complex procurement challenges and find innovative
solutions. Proficiency in project management to oversee procurement
initiatives and ensure timely delivery of goods and services.
Familiarity with procurement software and tools, including Deltek
Costpoint, as well as advanced proficiency in Microsoft Office
Suite. Ability to develop and implement long-term procurement
strategies that align with organizational goals. Meticulous
attention to detail to ensure accuracy in procurement processes and
documentation. Flexibility to adapt to changing market conditions,
supplier dynamics, and organizational needs. Commitment to
maintaining the highest standards of integrity and ethical conduct
in all procurement activities. Strong focus on meeting the needs
and expectations of internal and external customers. Must be a U.S.
citizen and able to obtain and maintain a U.S. Secret security
clearance to support government contract requirements. Preferred
Qualifications Master's degree or relevant professional
certifications (e.g., Certified Purchasing Manager, Certified
Professional in Supply Management) are highly desirable. Active
in?scope DoD Top Secret clearance with SCI eligibility preferred.
Additional Information Work Environment The Procurement Director
typically works in an office environment with 3 days in the office
and 2 days optional remote work. Occasional travel required,
including international and potentially hazardous locations, to
meet with suppliers, attend industry conferences, and conduct site
visits. The role may require extended hours during peak periods or
when managing critical procurement projects. . Working at SOSi All
