Responsibilities

This position is located within the Department of the Interior, Bureau of Ocean Energy Management (BOEM), Office of Renewable Energy Programs (OREP), in Sterling, VA. The incumbent will be responsible for planning and creating illustrations, diagrams, graphs, multimedia, and other visual material for use in communicating internally and to the public offshore renewable energy information.

At the full performance level (GS-12) the major duties of this position include, but are not limited to the following:

  1. Serve as OREP's Visual Information Specialist and subject matter expert for planning and creating visual communication strategies and products that are science-based and technically accurate, communicate clearly, and compel improved understanding or awareness in intended audiences.

  2. Coordinate and consult with other OREP staff to determine needs and objectives for visual products. Conceptualize, design, and create scientific illustrations, graphs, info-graphs, figure charts, maps, multimedia, and related web content that effectively communicate complex environmental information. Visual representations may be conceptual, and data driven.

  3. Serve as an experienced technical and copy editor for OREP by reviewing, editing, and correcting written documents and other media.

  4. Ensure effective page layout and design of written documents and other media. Provide advice and guidance on the most effective visual organization and presentation of information.

  5. Evaluate requests at concept stage; consult with staff to identify, enhance, and integrate graphics into work production; and collaborate with OREP staff through product and project execution.

  6. Evaluate and make recommendations on enhancements for the delivery of graphic services.

  7. Define and provide business requirements for implementation of new multimedia solutions, including technical specifications, required skills and roles, workflows, specialized software and hardware, training, and estimated production time.

  8. Arrange print or electronic production of visual products.

The Bureau of Ocean Energy Management has determined that the duties of this position are suitable for telework and the selectee may be allowed to telework with supervisor approval.

Salary Information:

GS-11: $72,750-$94,581 per annum; GS-12: $87,198-113,362 per annum.

This vacancy may be used to fill additional positions as vacancies become available.

Travel Required

Occasional travel - Overnight travel of 1-5 nights per month may be required.

Minimum Qualification Requirements:

To qualify for this position you must meet the Education or Specialized Experience for the grade to which you are applying.

GS-11

A. Education: Possess a Ph.D. or equivalent doctoral degree or 3 full years of progressively higher-level graduate education leading to such a degree or LL.M., if related. Major of study must be in commercial art, fine arts, art history, industrial design, architecture, drafting, interior design, photography, visual communication, or other fields related to the position. (Degree must reflect the knowledge, skills, and abilities necessary to do the work).

  • OR-

B. Specialized Experience: To qualify for the GS-11, you must possess at least one full year of specialized experience equivalent to at least the GS-09 grade level in the Federal service, or comparable experience not gained through Federal service. Specialized experience is experience that equipped the applicant with the particular knowledge, skills, and abilities to perform successfully the duties of the position, and that is typically in or related to the work of the position to be filled. Specialized experience is defined as demonstrated experience: 1) assisting in the planning, designing and development of visual material in hardcopy and electronic formats for use in communicating with a variety of audiences, including the public; 2) working with subject matter experts to graphically portray scientific or technical information; and 3) reviewing, editing, and formatting information for publication such as Web content, correspondence, presentations, or briefing materials. If qualifying on experience only, must meet all.

  • OR-

C. Combination of Education and Specialized Experience: A combination of specialized experience and education that totals 100% of the experience requirement. Only graduate level education in excess of the amount required for the next lower grade level may be used to qualify.

GS-12 (At the GS-12 grade level you may NOT substitute education for experience.)

Specialized Experience: To qualify for the GS-12, you must possess at least one full year of specialized experience equivalent to at least the GS-11 grade level in the Federal service, or comparable experience not gained through Federal service. Specialized experience is experience that equipped the applicant with the particular knowledge, skills, and abilities to perform successfully the duties of the position, and that is typically in or related to the work of the position to be filled. Specialized experience is defined as demonstrated experience: 1) planning, designing and developing visual material in hardcopy and electronic formats for use in communicating with a variety of audiences, including the public; 2) working with subject matter experts to graphically portray scientific or technical information; 3) reviewing, editing, and formatting information for publication such as Web content, correspondence, presentations, or briefing materials; and 4) independently researching technical subject matter to determine steps required to transform ideas/information into media and visual products. Must meet all.
