Responsibilities

This position is located in the Bureau of Safety and Environmental Enforcement (BSEE), Associate Director for Administration, Management Support Division, Security Branch. The incumbent serves as the Security Branch program manager. The Branch is responsible for physical security program for BOEM and BSEE and for developing and administering the personnel security program for BSEE, BOEM, and the Office of the Secretary, as well as other customer organizations.

At the full performance level (GS-15) the major duties of this position include, but are not limited to the following:

  1. The incumbent directly supervises and directs a staff of professional and technical personnel engaged in management support functions, including Personnel Security and Physical Security Officers.

  2. Incumbent provides oversight on all aspects of the physical security function of both BSEE and BOEM. Supervises physical security staff and ensures the Bureau Physical Security Officer is trained in all aspects of their duties in protecting all Bureau employees.

  3. Incumbent is responsible for providing department/agency executives and high-level managers of BSEE, BOEM, OS, and all other client agencies/offices with guidance regarding staff advice, direction, and guidance regarding all aspects of security programs within the branch.

  4. The incumbent is responsible for developing management plans and scheduling implementation timeframes.

  5. The incumbent functions as the Deputy to the Management Support Division Chief and acts on her behalf when she is absent from the office, performing all duties associated with the Chiefs position.

BSEE determined that the duties of this position are suitable for telework and the selectee may be allowed to telework in accordance with Departmental and Bureau policies with supervisor approval.

Travel, transportation, and relocation expenses will not be paid. Any travel, transportation, and relocation expenses associated with reporting for duty in this position will be the responsibility of the selected employee.

Qualifications

Minimum Qualification Requirements:

To qualify for this position, you must possess the Specialized Experience.

GS-15:

A. Specialized Experience: At least one full year of specialized experience equivalent to at least the GS-14 grade level in the Federal service, or comparable experience not gained through Federal service. Specialized experience is experience that equipped the applicant with the particular knowledge, skills, and abilities to perform successfully the duties of the position, and that is typically in or related to the work of the position to be filled. Specialized experience is defined as demonstrated experience (must meet all to qualify):

  1. Independently managing and evaluating Department and/or Bureau-wide planning, preparedness, and response activities for key security issues.

  2. Overseeing a physical and/or personnel security program responsible for response planning, design and conduct, to include collaborating with stakeholders, policy interpretation and development, coordinating readiness activities and training, and presenting briefings to senior management.

  3. Managing staff, budget and program resources and operations.
