Job Summary

ASSIGNMENT DESCRIPTION: Systems Engineers apply a structured approach to design and implementation of systems and processes. They capture and translate mission and customer requirements in order to transform them into capabilities, testing, and validation of services. Systems Engineers analyze and allocate requirements to systems architecture components and oversee the development, testing, and validation of systems and services. They also coordinate the integration of systems and services into enterprise architecture and oversee deployment.

ADDITIONAL INFORMATION: The Band 4 Systems Engineer will participate in efforts to integrate data from various providers into the agency's IT Enterprise as a member of a Special Interest Acquisition (SIA) program charged with developing support programs for multiple phenomenologies. The Systems Engineer will be a part of a Program Management Office (PMO) with a team consisting of Government, Military, and Contractors and will run the Program's Risk Management effort, ensuring risks to the program are identified, adjudicated, mitigated, and elevated as necessary.

The Band 4 Systems Engineer will participate in the planning and execution of Systems Engineering Technical Reviews throughout the development lifecycle to realize a modern ground architecture consistent with the Intelligence Community (IC), NGA and DoD Priorities, concepts of operation, and joint enterprise architecture requirements. The Band 4 Systems Engineer will contribute to robust and sound engineering processes and principles in support of requirements decomposition, technical design/architecture, and technical development oversight.

The Band 4 Systems Engineer near-to-mid-term focus is to lead working groups in collaboration with a primary external data provider within the IC on refining the interface between the agencies into a modern, loosely-coupled, and notification-rich technical interface enabling a service-centric, data-centric, scalable, and extensible environment. The Systems Engineer will represent the program in collaborate efforts with internal agency organizations on the status of work in support of the program, completion, in-process, not yet started and correlate results to uncover risks or requirement gaps. In the mid-to-far-term, the Systems Engineer will work with the Chief Engineer and the Engineering team by coordinating all efforts of the Engineering team to include Risk Management, Requirements Management, Test Management, and coordinate with development contractors as required. The Systems Engineer will lead the PMO effort to derive and decompose program requirements from the Program's Statement of Capabilities (SOC) for capabilities beyond the current baseline and plan for the verification and validation of these requirements.

The Band 4 Systems Engineer will lead or participate in various technical and programmatic forums to include: Enterprise Test Working Group (ETWG), Program Risk Management Board, Program Engineering Review Board, Enterprise Mission Assurance Risk Council (MARC), Developing Products Working Group (DPWG), Joint Working Groups, Technical Exchange Meetings, and various others as needed.

Mandatory Qualifications

MANDATORY QUALIFICATION CRITERIA: For this particular job, applicants must meet all competencies reflected under the Mandatory Qualification Criteria to include education (if required). Online applications must demonstrate qualification by providing specific examples and associated results, in response to the announcement's mandatory criteria specified in this vacancy announcement:

* Experience leading a medium-sized (>5) technical team comprised of government employees, military, and contractor support or cross-functional teams.

* Demonstrated systems engineering experience in implementation, integration, verification, validation, and/or transition with a focus on Requirements development, integration, verification & validation, and transition to operations.

* Demonstrated experience in facilitation across multiple organizations/departments in pursuit of IT enterprise development objectives to include Software Development Frameworks and cloud-based data architectures.

* Working Knowledge of Model Based Systems Engineering (MBSE), processes, tools, and languages and Enterprise architecture to include common Department of Defense Architecture Framework (DoDAF) artifacts.

* Working knowledge of photogrammetry, remote sensing, image science, information services, geographic information systems, geomatics, or related fields.

* Demonstrated experience developing and running a program-level Risk Management program and communicating with external offices on integration risks.

EDUCATION REQUIREMENT: A. Education: Bachelor's degree or higher from an accredited college or university in Computer Science, Computer Engineering, Engineering, Engineering Management, Information Science, Information Systems Management, Information Technology, Mathematics, Operations Research, Statistics, Technology Management, System Engineering, or a degree that provided a minimum of 24 semester hours in one or more of the fields identified above and required the development or adaptation of applications, systems, or networks. -OR- B. Combination of Education and Experience: A minimum of 24 semester (36 quarter) hours of coursework in any area listed in option A, plus experience in Information Technology, systems planning, research, development, engineering, or a related area that demonstrates the ability to successfully perform the duties associated with this work. As a rule, every 30 semester (45 quarter) hours of coursework is equivalent to one year of experience. Candidates should show that their combination of education and experience totals 4 years. -OR- C. Experience: A minimum of 4 years of experience in Information Technology, systems planning, research, development, engineering, or a related area that demonstrates the ability to successfully perform the duties associated with this work. -AND- LICENSES/CERTIFICATIONS: DAWIA certification may be required for this position; see Position License and Certification Requirements below for additional details. New Acquisition Workforce members or current members transitioning to a new acquisition career field or higher skill level have 24 months to achieve certification. -AND- Relevant Competencies: IT-related experience demonstrating each of the four competencies: Attention to Detail, Customer Service, Oral Communication, and Problem Solving.

Highly Desired Qualifications

QUALIFICATION CRITERIA: In addition to the mandatory qualifications, experience in the following is desired:

* Experience performing Analysis of Alternatives (AoAs), Courses of Action (CoAs), Trade Studies, and Engineering Assessments.

* Understanding of Service principles and required enablers in service-oriented architectures.

* Familiarity with NGA mission and/or its legacy IT environment.

* Current TS/SCI Security Clearance

* Experience engineering solutions in Cloud-based technologies, structured or unstructured Big Data, and/or Artificial Intelligence. 6. Experience working with NGA's Request For Change (RFC) Process to include the Engineering Review Board (ERB) and the Change Control Board (CCB).

Additional Job Requirements

You must be able to obtain and retain a Top Secret security clearance with access to Sensitive Compartmented Information. In addition, you are subject to a Counterintelligence Polygraph examination in order to maintain access to Top Secret information. All employees are subject to a periodic examination on a random basis in order to determine continued eligibility. Refusal to take the examination may result in denial of access to Top Secret information, SAP, and/or unescorted access to SCIFs.

Employees with SCI access and who are under NGA cognizance are required to submit a Security Financial Disclosure Report, SF-714, on an annual basis in order to determine continued eligibility. Failure to comply may negatively impact continued access to Top Secret information, Information Systems, SAP, and/or unescorted access to SCIFs.

PROMOTION OPPORTUNITY: Promotion opportunities allow applicants at all band levels to be considered. Qualifications for NGA positions do not include specific time-in-band requirements. Non-executive NGA employees are assigned to five distinct pay bands based on the type and scope of work performed. The employee's base salary is established within their assigned pay band based on their unique qualifications.
