motivated, career and customer-oriented GSC Engineering Deputy
Program Lead to join our team in the Northern Virginia
area.Responsibilities include, but are not limited to:The
Engineering Deputy Program Lead is a subject matter expert who
leads the Global Secure Communications (GSC) engineering team in
GSC program product development, sustainment, and testing.They
support DOS GSC requirements in multiple overseas theaters in
potentially high-threat environments and may be required to deploy
TDY to these locations to support GSC engineering efforts.During
overseas deployments, they may be required to rotate between
theaters and to multiple locations within each theater.The
Engineering Deputy Program Lead reports directly to the GSC Program
Lead and supports GSC program engineering efforts.They are
responsible for the overall technical management of communications
systems infrastructure used by worldwide to include the overall
management and administration for P25 Infrastructure and 7.17
Simulcast Trunking Systems for Iraq and other countries through
database management, troubleshooting, and vendor coordination.The
Engineering Deputy Program Lead develops complete GSC integration
solutions and the associated bill of materials for each platform to
provide a finished product for proper fielding.They work closely
with Electronic Counter Measures (ECM) engineers to ensure
interoperability when applicable.The Engineering Deputy Program
Lead verifies each platform can support the GSC system as well as
other associated equipment and provides solutions when
required.They develop comprehensive test plans as well as provide
on-site DOS oversight during verification testing in accordance
with configuration management protocols.The Engineering Deputy
Program Lead applies complex knowledge of fundamental concepts,
practices, and procedures of a particular area of
specialization.Supervisory Responsibilities: Provide direct
oversight and supervision of the Engineering Team.Basic
Qualifications:Must possess ten (10) years of technical experience
in technical support for modern GSC systems; knowledge of RF theory
and principle, and the effects of CREW systems operating in an
electronic countermeasures environment; experience planning vehicle
movements, with vehicles equipped with GSC and ECM systems; and
understand insurgent Improvised Explosive (IED) emplacement
tactics.Must be able to develop TTP for deploying vehicles equipped
with GSC and ECM systems based on the national, local, and emerging
RCIED threat.Must demonstrate a comprehensive knowledge of GSC and
ECM systems used by DOS, including the CREW-2 (Duke), EGON, and
Symphony systems.The successful candidate demonstrates the
following knowledge, skills, and abilities:mastery of
communications technology, theory and current developments in
electronics and communication theory, systems and equipment;strong
background in P25 telecommunications trunking environment
functional and specific knowledge pertaining to DS needs in a
high-threat environment;knowledge of various platforms of P25
equipment, including Motorola, Kenwood, and Harris
products;understands and demonstrates key principles of effective
management, including project planning, organization, and
prioritization of resources;ability to manage, plan, design, and
deploy a wide array of complex communications systems;ability to
manage business operations and administrative functions relating to
P25 communications systems, including long-term planning,
establishing policies, goals, and objectives;developing and
implementing technical standards and procedures for a variety of
communications systems and evaluating their efficiency and
effectiveness;uses effective management and supervisory techniques
to plan, manage, and evaluate the work of subordinates of varying
technical and administrative knowledge and abilities.Position
requires self-motivation and the ability to work effectively under
minimal supervision.Must demonstrate the ability to interact with
all organizational levels in a professional, diplomatic, and
tactful manner; demonstrate a good attitude and ability to work as
a member of a cohesive team; be able to multitask efficiently in a
fast-paced environment on multiple projects; and have strong
attention to detail.Must possess excellent writing and verbal
skills and be proficient with Microsoft Windows OS and office
automation software (e.g., Microsoft Office, SharePoint).Security
Clearance Requirements:Must possess a Top Secret clearance.Must be
eligible for a TS/SCI to meet full performance requirements.Travel
Requirements:May be required to travel OCONUS to conduct
installation, training, or maintenance at diplomatic
facilities.OCONUS travel may include critical threat locations
around the world with austere living conditions.Domestic travel may
be required for training and program coordination.Physical
Requirements:Mainly works in an indoor office environment- uses a
computer and other office equipment and moves about to access file
cabinets, office machinery, etc.Communicates with co-workers,
management and customers, which may involve delivering
presentations. Must be able to exchange accurate information in
these situations.For all positions requiring access to
technology/software source code that is subject to export control
