Continental USCACI/BITS is currently seeking a seasoned Program
Manager to continue the Makalu program's exceptional performance
and growth. We develop and maintain highly visible and widely used
situational awareness visualization and collaboration tools. You
will manage all aspects of day-to-day program operations which
includes designing, developing, testing, deploying, monitoring and
maintaining the software suite and backend services. You will have
a proven ability to strategize and implement high-level program
initiatives, and will have a strong talent for project coordination
and delegation.This is an opportunity to manage a team of 50
developers and engineers that execute as collaborative teams. This
integrated approach provides opportunities to all team members to
contribute their experience and expertise across the program. The
program collaboratively creates mission critical software
applications for its users, whom we coordinate with heavily for
design and development to ensure efficient and effective execution

include but are not limited to:
- Manage the contract to attain optimal performance within
contract cost and schedule parameters.
- Adjust resource estimation for the project(s); tracking
progress, planning/re-planning, and adjusting course based on both
realities of team velocity and changes in user needs over the
course of the project.
- Use point-based resource estimates from Scrum Masters' reports
to track progress by charting team velocity and burn-down.
- Manage development, systems engineering, and mission operations
teams.
- Establish and implement contract roadmap, vision, milestones
and metrics with Government PM approval.
- Be the point of contact for all CACI corporate data calls,
meetings, management reviews, offsites, and status.
- Manage all program aspects with support from CACI contracts,
finance, property, subcontracts, human resource, training, business
development, IRAD programs, and security. Interface with those
entities regularly to answer program action items as well as
develop and cultivate new initiatives and technologies.
- Manage a robust hiring pipeline and participate in regular CACI
corporate meetings to status team growth.
- Perform program monitoring and control, project/resource
planning, team tasking, direct report management,
functional/operational deployment, program risk and issue
reporting, excellent customer interfacing and communication,
completion of key milestones, deliverables, work products and
required internal/external reports.
- Maintain baselines associated with cost, schedule, integrated
master schedule, CWBS, and CFSR deliverables per CLIN.
- Financial baseline/cost account oversight with the customer and
corporate administration.
- Contract administration to include CRDL deliverables,
Management Plans, Milestones, Risk and Issue Tracking, Labor
Category verification, and customer invoicing requirements.
- Final review and approval on all contract deliverables to
either the contracting officer or the contracting officer technical
representative.
- Preparation, development and outline of company and customer
presentation reports.
- Prepare and submit Rough Order of Magnitude (ROM) costs as well
as Engineering Change Proposals (ECP) as required for submission to
the Government.
- Respond to business development capture and proposal data calls
to grow business within CACI.Required Qualifications:
- Bachelor's degree
- 10+ years of relevant experience working in Government IT
development programs.
- An active TS/SCI clearance with CI Poly.
- 5+ years experience managing successful Government IT
acquisition programs
- Demonstrated success delivering functional code to the
Government's satisfaction using agile design and development
techniques.
- Demonstrated performance in delivering incremental production
code to the Government in time frames less than one month, and
larger epic level production code in three-month time frames.
- Track record of delivering functional software via agile
development methods.
- Experience managing agile software development programs.
- Must exhibit good time management skills, independent
decision-making capability; focus on customer service.
- Possess excellent oral and written communication skills and
sound team mobilization skills.
- Ability to work with team leads to administer the overall
program.Desired Qualifications:
- Software development (e.g. Java), engineering development (e.g.
DSP), modern software technologies (e.g. Elastic, Kafka, Docker,
Kubernetes), and/or other science based job experience.
- Program Management Professional (PMP) certified.
- Some form of agile development certification such as SAFe,
scrum master, or through the program management institute.What we

salary range for this position is $101,800-$218,800. There are a
