Job Description:

Raytheon Technologies is supporting a U.S. Government customer on a large mission critical development and sustainment program to design, build, deliver, and operate a network operations environment; including introducing new cyber capabilities to address emerging threats. In support of the customer------s strategic direction, Raytheon is looking for individuals who can support the protection of the customer environment. The Task Order OM is responsible for leading the technical evolution of the Operations and Maintenance environment to include Sustainment, SOC, NOC, Database Administration, Desktop Systems Management, Core Infrastructure, and Service Desk operations. The Task Order OM has significant responsibility and span of influence in managing the transformation of a team of over 200 Information Technology professionals operating and maintaining this highly dynamic network environment. This person works closely and collaboratively with the Task Order Lead, ITIL Lead, Chief Engineer, Development Lead, and Procurement Lead. A successful candidate must have the technical experience to manage activities associated with ensuring the network environment evolves to address critical mission needs and ultimately deliver the customer a secure robust, high volume Next Generation network. Responsibilities include : - Collaborates across a large team (Government & Program) to capture needs to develop, operate and maintain capabilities protecting critical networks and associated infrastructure. - Leads the transformation of the operational network and the team who operates it. - Collaborates with the Chief Engineer, Development Project and Procurement Leads for operational planning to the Next Generation network - Coordinates provision of resources to meet new and emerging work package requirements. - Interfaces with the Operational team to capture metrics, skills gaps and needs for the Next Generation network and provides feedback to the Design and Development Teams - Maintains a strong relationship with the customer based upon frequent meetings and interactions which are characterized by attention to Customer ------Must haves------ and the co-development of a shared vision for the program------s future. - Experience with staffing a large program to bring the right skills and experience to the team and further develop the workforce to strengthen skills and evolve with network transformation efforts. - Ability to lead the O&M team------s adoption of the agile, DevSecOps process to include implementing best practices to provide the speed and agility the customer needs while maintaining engineering discipline to deliver effective capabilities - Manages the transition planning activities from the current IT network to the Next Generation environment, including coordination with other Project / Team leads for schedule, resources and training - Evaluates single points of failure and coordinates with Government and program representatives to engineer a more robust solution for the operational network - Technical expertise to assess root causes, identify opportunities for automation and other critical feedback to the design / development teams - Ensure customer responsiveness. Enforce team responsiveness. - Understanding of the processes and guidelines for Certifying & Accrediting information systems based upon experience on a large-scale development program. - Experience in successfully implementing new concepts and approaches - Familiarity with continuous monitoring and establishing processes and practices that comply with FISMA requirements - Experience in cyber security, including one or more of the following is required: standard practices, methodologies, technologies, application design, and operational environment. - Manage task order duties such as reports, status updates and determining priorities, schedules and cost estimates - Advises the TO lead on the role in a system lifecycle systems - operations, maintenance, certification, deployment and disposal activities. - Possesses or quickly develop a comprehensive understanding of Government policies, regulations, and guidelines - Must be able to work collaboratively across agencies and physical locations - Participates in special projects as required Required Skills: - Must be a U.S. Citizen - Must have active TS/SCI clearance - Must be able to obtain DHS Suitability - Must have a minimum of 12 years of directly relevant experience. - Demonstrated experience as the primary interface with U.S. government customers for all operations; including demonstrating strong customer focused leadership competency with ability to partner and instill a customer-focused attitude within the workforce and encourage the power of ideas as a cornerstone of innovation which pervades the program - Three (3) or more years of experience in cyber security or information assurance, including one or more of the following is required: standard practices, methodologies, technologies, application design, and operational environment. - Demonstrated experience in leading and creating highly effective teams to include onboarding the right skills for the task and mentoring team members for a successful outcome - Experience developing system performance, availability, scalability, manageability and security solutions and defining metrics for mid-to-large scale programs - Demonstrated ability to provide input to hardware (COTS/GOTS/capacity/etc) recommendations, including support for Technology Insertion - Knowledge of Information Assurance and Information Operations technologies and development activities - Familiarity with agile software and system lifecycle methodologies (e.g. ISO, CMMI, ITIL); ITILv3 certification highly desired Desired Skills: - Demonstrated experience managing Agile development programs. - Experience with the software and technologies designed for operating and monitoring applications, data and services residing in various cloud infrastructures such as AWS and Azure - Experience with Virtual Desktop Infrastructure (VDI) environments - Project management experience - Three (3) or more years of experience with managed services applications. - Cyber or IT operational background is highly desired, such as experience with one or more of the following: Security COTS integration Operating System Hardening Vulnerability Assessment testing Identification and Authentication schemes Public Key Infrastructure and Identity Management Cross Domain Solutions Security engineering - Experience in establishing the processes, procedures and environments to swiftly engrain these transformational processes (Automation, Agile, DevSecOps) into daily operations. - Understanding of the processes and guidelines for Certifying & Accrediting information systems based upon experience on a large-scale development program. Required Education: - Degree in Cyber Security, Computer Science, Systems Engineering, or a related discipline is required. Master------s degree or PhD in applicable discipline desired Desired Certifications : - DoD 8570.1-M Compliance at IAM Level III required (e.g. CISSP) - Project Management Professional (PMP) or similar certification desired - ITIL Certification 167323 Raytheon is an Equal Opportunity/Affirmative Action employer.
