Description: TestPros, Inc. has an immediate need for an experienced technical Proposal Writer / Coordinator / Editor to assist us in developing detailed solution responses and presentations that are directly responsive to Information Technology (IT) related Government Request for Proposals (RFPs). The primary place of performance will be in Sterling, VA. You must have 5 or more years of proposal writing for the IT industry and exposure to the software testing, compliance assessment (Section 508, FISMA/FedRAMP), and/or the Quality Assurance fields. Responsibilities, Experience and Duties: RESPONSIBILITIES: Lead proposal opportunities, support business development and capture management activities, significant contribution to the development and continuous improvement of proposal management processes, tools, and templates. Provide leadership, methodologies, procedures, tools, and templates to support all proposal development efforts. EXPERIENCE: Minimum 7 years Proposal and Capture expertise supporting multiple projects, DOD and/or Civilian Federal clients. RFPs, RFQs, Task Orders, RFIs, and Sources Sought Notices. MS Office Suite, (Word, Excel, Outlook, PowerPoint), power user. Technical Writing, Shipley Proposal Training including Proposal Management, Proposal Writing, Capturing Federal Business. Editorial practice and standards, FAR and DFAR. DUTIES: This position will involve helping us to put together and write responses to RFIs and RFPs for our Federal customers, developing proposal plans, compliant outlines, schedules, detailed solution responses, reviews, coordinating with our teammates, and possibly some recruiting, pricing, and sales/marketing. The Technical Proposal Writer/Editor should be capable of producing proposal sections or volumes with minimal assistance from other writers. The ideal candidate should be able to work closely with Subject Matter Experts (SME) to ascertain and address specific technical and management details as well as making sure the text is clear, concise, and meets RFP requirements. Candidate may be asked to serve as a management and/or volume lead on larger proposal efforts. You must be a self-starter, willing to take a "hands-on" approach and work independently with minimal oversight. The Proposal Writer / Coordinator / Editor is responsible for completing or managing the following tasks: Develop and integrate proposal themes, discriminators and key success factors based on Capture guidance Makes recommendations on how to best respond to the RFP meeting or exceeding the customer's requirements, within company guidelines and the competitive environment. Manages and integrates writer work products, ensuring proposal compliance and uniformity Interviews managers and technical experts and develops proposal narratives Resolves issues with originating authors or team members Writes, edits, and rewrites technical sections; maintains document configuration management and control Reads and analyzes RFPs and edits proposal content for readability, consistency, clarity, and compliance with requirements Ensures that all RFP format specifications have been followed and meets all proposal deadlines Improves the readability and clarity of text by using active voice and concise language, and minimizing jargon Minimize style differences from multiple authors and contributors Works collaboratively with Proposal Management for feedback on design standards Creates style manuals and acronym lists that are customized for each proposal effort Ensures the proper contextual integrity of each completed proposal section by reviewing edits with the respective SME/contributor Demonstrates an outstanding level of commitment to each project Proven track record of collaborating in a team environment to get the job done under all circumstances Qualifications and Skills: Bachelor's Degree or equivalent, and 5-7 years of overall experience, or 3-5 years of proposal specific experience, Shipley Method or equivalent preferred APMP Membership and APMP Practitioner Level certification or higher is also preferred Experience with governmental technical proposal development and processes is preferred, experience with IV&V and/or QA proposal development is a plus Excellent communication skills and extensive proposal writing and editing experience Must be proficient in grammar, spelling, and punctuation and have accurate proofreading skills Requires excellent organization skills and extreme attention to detail Working knowledge of MS Office Suite applications (MS Word, Excel, PowerPoint, Visio and Project) Familiarity with select Adobe software, such as Acrobat, Illustrator, and Photoshop Flexibility in adapting to deadlines, changing schedules, priorities and unpredictable events Must be detail oriented and able to work with minimal supervision Occasional unscheduled overtime and weekend support is required Occasional work-from-home is possible Expertise with MS Office tools Effective written and verbal/oral communications including strong presentation skills Excellent interpersonal and people skills Must be a full U.S. Citizen and eligible for a Secret clearance This position requires full U.S. Citizenship. You will work onsite at our offices in Sterling, VA and also travel to the local customer site for meetings.
