PROMOTION OPPORTUNITY: Promotion opportunities allow applicants at all band levels to be considered. Qualifications for NGA positions do not include specific time-in-band requirements. NGA will emphasize quality of experience, rather than duration, and assess how the quality of the experience demonstrates possession of the knowledge, skills, abilities, and competencies necessary for successful job performance in the NGA occupational structure.

Position Summary

ASSIGNMENT DESCRIPTION: Accountants perform accounting and financial processes and transactions related to recording and reporting NGA's financial activity. They implement and establish procedures that align with federal accounting standards and policies. They also review financial and accounting results to ensure quality, accuracy, and compliance with appropriate legal, regulatory, and procedural requirements to produce auditable financial statements. They prepare reports, may correct cost discrepancies, create and improve consistent accounting procedures, work directly with auditing teams to complete all auditing tasks as necessary, and may also perform budgeting tasks.

ADDITIONAL INFORMATION: The National Geospatial Intelligence Agency (NGA) Financial Management Directorate is seeking self-motivated, team-oriented accountants. Accountants perform accounting and financial processes and transactions related to recording and reporting NGA's financial activity. They review financial and accounting results to ensure quality, accuracy, and compliance with appropriate legal, regulatory, and procedural requirements to produce auditable financial statements.

Incumbents will be required to obtain a DoD Financial Management Certification, Level 2, within 2 years of entering onto duty.

Mandatory Qualification Reqs

MANDATORY QUALIFICATION CRITERIA: For this particular job, applicants must meet all competencies reflected under the Mandatory Qualification Criteria to include education (if required). Online applications must demonstrate qualification by providing specific examples and associated results, in response to the announcement's mandatory criteria specified in this vacancy announcement:

* Experience applying U.S. Generally Accepted Accounting Principles (GAAP) promulgated by the Federal Accounting Standards Advisory Board (FASAB) and other industry guidance such as DoD financial management regulations, OMB Circulars, and appropriation law.
* Experience in utilizing the United States Standard General Ledger (USSGL) and other data from financial systems to perform financial analysis.
* Experience in effectively identifying and/or resolving financial management issues to address audit findings or operational challenges.

EDUCATION REQUIREMENT: A. Education: Bachelor's degree from an accredited college or university in Accounting, Business Administration, Finance, Public Administration, or a related field that included, or was supplemented by, at least 24 semester hours of coursework in Accounting. The 24 semester hours may include up to 6 semester hours of credit in business law. -OR- B. Combination of Education and Experience: A minimum of 24 semester hours of coursework in any area listed in option A, or a certificate as a Certified Public Accountant or Certified Internal Auditor, obtained through written examination, -PLUS- experience that demonstrates the ability to successfully perform the duties associated with this work. As a rule, every 30 semester hours of coursework is equivalent to one year of experience. Candidates should show that their combination of education and experience totals 4 years. -OR- Completion of the requirements for a degree that included substantial course work in accounting or auditing, e.g., 15 semester hours, but that does not fully satisfy the 24-semester-hour requirement of A, provided that (a) the applicant has successfully worked at the full-performance level in accounting, auditing, or a related field, e.g., valuation engineering or financial institution examining; (b) a panel of at least two higher level professional accountants or auditors has determined that the applicant has demonstrated a good knowledge of accounting and of related and underlying fields that equals in breadth, depth, currency, and level of advancement that which is normally associated with successful completion of the 4-year course of study described in paragraph A; and (c) except for literal nonconformance to the requirement of 24 semester hours in accounting, the applicant's education, training, and experience fully meet the specified requirements.

Highly Desired Skills

QUALIFICATION CRITERIA: In addition to the mandatory qualifications, experience in the following is desired:

* Experience documenting financial business processes using narratives and flowcharts.
* Experience working with a variety of auditors to resolve audit findings and support agency auditability.
* Experience evaluating and testing internal controls over financial reporting, financial systems, and/or financial operations - to include understanding of OMB A-123.
* Experience in the preparation and analysis of federal financial statements, Agency Financial Reports, and other agency-level federal financial reports (e.g., SF-133 Report on Budget Execution).
* Demonstrated work related activities which impact the financial statements, such as accounting for the end to end PP&E business process.
* Certifications relevant to the position such as CPA, CIA, CDFM, CGFM, DoD Financial Management Certification.

DCIPS Disclaimer NGA utilizes all processes and procedures of the Defense Civilian Intelligence Personnel System (DCIPS). Non-executive NGA employees are assigned to five distinct pay bands based on the type and scope of work performed. The employee's base salary is established within their assigned pay band based on their unique qualifications. A performance pay process is conducted each year to determine a potential base pay salary increase and/or bonus. An employee's annual performance evaluation is a key factor in the performance pay process. Employees on term or temporary appointments are not eligible to apply for internal assignment opportunity notices.

This position is a DCIPS position in the Excepted Service under 10 U.S.C. 1601. How Will I Be Evaluated?

APPLICANT EVALUATION PROCESS: Applicants will be evaluated for this job opportunity in three stages:

* Qualified applicants will then be evaluated by an expert or panel of experts using a combination of qualification criteria to determine the best-qualified candidates,
* Best-qualified applicants may then be further evaluated through an interview process.

Additional Job Requirements

You must be able to obtain and retain a Top Secret security clearance with access to Sensitive Compartmented Information. In addition, you are subject to a Counterintelligence Polygraph examination in order to maintain access to Top Secret information. All employees are subject to a periodic examination on a random basis in order to determine continued eligibility. Refusal to take the examination may result in denial of access to Top Secret information, SAP, and/or unescorted access to SCIFs.

Employees with SCI access and who are under NGA cognizance are required to submit a Security Financial Disclosure Report, SF-714, on an annual basis in order to determine continued eligibility. Failure to comply may negatively impact continued access to Top Secret information, Information Systems, SAP, and/or unescorted access to SCIFs.
